INTERNATIONAL TERRORISM
_Terrorism is a global threat, the fight against it requires close international cooperation. Terrorism is against the values of the western world, against freedom, and thus against the very foundations of our society.
The terrorist attacks of 11 September 2001 in New York and Washington as well as the number of other terrorist attacks from Bali to Madrid to London around the world have highlighted the vulnerability of modern states and societies. They emphasize that at present the most immediate threat to our security comes from international terrorism. However the basis for this terrorism often can be found in national and transnational terrorist networks.
Terrorist attacks are often aimed for maximum media impact and intended to intimidate the people and create shock, not least by attacks on civilian targets with symbolic significance. The goal is to often achieve a high number of deaths and injuries in the process. The use of more new technologies and modern methods of communication has only elevated the risks of attack. France cannot escape this danger and the public should be aware of this. Creating an international alliance against this threat is the best way France can prevent an attack and ultimately overcome the threats caused by terrorism.
According to the French Defence Policy Guideline the answer to reduce the risk of terrorism is to ensure security for the country, by keeping the impact of crises and conflicts at bay and to actively participate in its prevention and containment of crisis around the world.
