REQUEST FOR PROPOSAL
_A request for proposal (RFP) is issued at an early stage in a procurement process, where an invitation is presented for suppliers, to submit a proposal on a specific commodity or service. The RFP process brings structure to the procurement decision and is meant to allow the risks and benefits to be identified clearly up front.
When a RFP is directed to the DGA, the DGA will reply as soon as possible and make either a counter-proposal or will accept the offer and agree to the proposal made. The following template will be used for submitting an RFP (by the applicant):
Applicant (intended for which nation)
Confidentiality (press release allowed or not)
Introduction and purpose of the RFP (Statement of Purpose; why do you want this service/equipment)
Background description of what is requested

- Statement of need (why needed);
- Special circumstances (certain rights for instance altering of equipment or licensed production);
- Deliveries (when first delivery, how many per period);
- Financing (how much and when will be paid).
